世界贸易组织(WTO)昨天发布的最新数据显示,今年上半年,中国出口微幅超过德国。这再次表明,德国作为世界领先出口国的地位正受到威胁。

总部位于日内瓦的世界贸易组织在报告中表示,今年前6个月,中国出口了价值5217亿美元的商品,而德国的出口总额为5216亿美元。

这些出口数字在德国受到密切关注。德国是欧洲最大的经济体,下月将举行全国大选,其工业产品的销售是近年来经济增长的主要推动力。在整个经济危机期间,安格拉·默克尔(Angela Merkel)政府一直在为该国出口导向型经济模式进行坚决辩护。

对于增长更快的中国经济夺取其"全球出口冠军"称号,德国早就有了心理准备。

然而,德国和中国全年的出口价值目前仍不明朗,它们将在很大程度上取决于未来数月汇率的走势。强势欧元将对德国数字有利。德国的出口行业在最近几个月也呈现出复苏的迹象。

"全年的数据很难说,明年谁也不知道会怎样,"世贸组织首席经济学家帕特里克•洛(Patrick Low)表示。

投资银行雷曼兄弟去年破产,全球信心随之崩溃,德国出口业受到严重打击。

但强劲复苏的迹象已经出现。今年6月(数据可得的最近月份),德国出口较前一个月环比大幅增长7%,但同比跌幅仍达到22.3%。中国出口也出现了类似的状况。

出口激增帮助解释了为什么德国第二季度国内生产总值较前3个月出现正增长。这一增长意味着它先于美国、英国和大部分其它欧洲经济体摆脱了衰退。

一些领先经济学家指出,中国声势浩大的刺激方案加剧了经济中的结构性失衡,可能推迟中国向更具可持续性增长模式的转型。

在多数分析师看来,去年11月出台的4万亿元人民币(合5850亿美元)刺激方案,是对经济危机的恰当回应,并表示,这些刺激措施使中国经济摆脱了低迷。若非如此,中国经济可能已陷入深得多的衰退。

不过,随着刺激的效应消退,一些人现在表示,中国的回应过于激进,而政府聚焦于空前的信贷扩张和规模庞大的基础设施投资,加剧了中国经济的显著失衡。

"刺激方案使得经济中的结构性问题变得更为严重,"北京长江商学院经济学教授王一江告诉英国《金融时报》。

他指出,股市和楼市重现资产泡沫,而且多数刺激资金流向国营部门,而创造出最多就业机会的中小型民营企业,基本上只能依靠自己寻找出路。

"刺激方案是针对危机的反应,而不是旨在调整中国的增长模式,"麦肯锡(McKinsey)上海办事处的董事华强森(Jonathan Woetzel)表示。"短期而言,北京的刺激措施和货币政策正在延长失衡局面。"

麦肯锡全球研究所(McKinsey Global Institute)昨日发表的一份报告指出,在中国整个刺激方案中,有89%投入公路和铁路等基础设施,只有8%被安排用于支持消费。

自上世纪80年代中期以来,私人消费在中国GDP中所占比例大幅下降,目前仅为36%,是大型经济体中的最低水平,这反映出中国依赖投资作为增长的主要推动力。

"目前消费比例较低是系统性的,中国若不能推行包括结构性变革在内的全面改革,就无法解决问题,"报告表示。

"从中国经济增长的特征看,一直很不重视就业,有必要调整投资平衡,从重工业和基础设施这样的传统重点,转向中小型民营企业,尤其是服务业,"华强森表示。

IS THIS A correction or the end of a bear rally? There is no easy answer. The Shanghai Composite Index (2,785) is leading the drop and its recent decline of more than 20% from its peak on August 4 is a dampener on market sentiment here. The A-share index had earlier broke beneath its still rising 50-day moving average, currently at 3,109. On Wednesday, the 100-day moving average at 2,834 was breached, and the index (Shanghai Composite) could be on a sharp slide down to 2,430.
